A player called "Iox420" joint last night (from canada I think). And start stealing from cities where I already build in.
This is against rule number 5 don't block or sabotage other players.

Cities are for public use (all companies) because are considered as "primary industries" so, competition is allowed, as long he delivers to his claimed town. So, at first glance seems like legitimate competition.

Rule 7 is not about this, rule 7 is about when players build additional platforms to increase the station's coverage area without actually using those platforms (an example is how people sometimes build loads of bus stops attached to a train station so that the train station covers the entire town).

I'm not a moderator, but from what I understand, while simply using the same towns/industries as other players is not against the rules, It can be considered sabotage if the primary purpose is not to help the player placing the stations, but rather to hurt you. So if the airport was less about making money/shipping passengers to his town, and more about stealing passengers from you, then it can be considered against the rules.
